Why does Trevor Noah state that his grandmother lives in a center of a bull’s eye?

Soweto was designed to be bombed—that’s how forward-thinking the architects of apartheid were. The township was a city unto itself, with a population of nearly one million. There were only two roads in and out. That was so the military could lock us in, quell any rebellion. And if the monkeys ever went crazy and tried to break out of their cage, the airforce could fly over and bomb the shit out of everyone. Growing up, I never knew that my grandmother lived in the center of a bull’s-eye.

In this quote, Trevor is referring to the way the city was planned, and the fact that specific neighborhoods were built during Apartheid to house blacks. It also notes that his grandmothers neighborhhod had a large population and limited exits.... two. These neighborhoods or cities were built in a way that they could be controlled, rebellions could easily be put down, particularly if the airforce were to be called in to bomb the city. The city itself was a bulls'-eye... a place to drop the bombs.
