In my opinion, Mond fails to be convincing because his words, though manipulative, also lack sincerity. Mond believes that it is necessary to keep the people ignorant. He, however, is above this.... the rules don't apply to him, only those he wishes to control. Sadly, the populace buys into the happy speech.... they continue to take their happy pills, and listen to and believe whatever they're told. Mond is well aware of the value of knowledge, and he is determined to keep others ignorant.
