In context, Bernard equates the feeling Lenina has about herself to meat, meaning that she is nothing more than a piece of meat..... something to be enjoyed and discarded. Bernard's feelings for Lenina run deeper than that, he doesn't see her as something to be used and discarded, he views her with emotion rather than lust, but he cannot understand the way she's sees herself.

“Perfect,” he said aloud. And inwardly. “She thinks of herself that way. She doesn’t mind being meat.”
