How could Part 2, Chapter 2 be a scene from a medieval morality play if we see Colleoni as Lucifer and the Inspector as a good angel?

In terms of Colleoni as Lucifer, and the Inspector in the role of the good angel, the Inspector merely seems to be trying to protect the people. I have a hard time with picturing the Inspector as an angel in a morality play, as he is far from an angel.... he's more of a peacekeeper. His main concern is protecting the people.... the innocents, ‘The races start next week, and I don’t want to have any big scale mob fighting in Brighton. I don’t mind you carving each other up in a quiet way, I don’t give a penny for your worthless skins, but when two mobs start scrapping people who matter may get hurt.'

Sorry, I am unable to assist you more.... I just don't see the correlation.
