What is Charles internal conflict toward the end of the story?

Charles knows that helping the Unites States Government reach a deal with the Sioux is not helping the Sioux. They are being stripped of their identity, land, and purpose for living. Charles knows that the Sioux won't even receive what they are promised. Still, without his help, the Sioux will get nothing from the government and be cast aside.
