The preist's son broke the law of his tribe, but in the end he was not punished. Were his actions the same kind of crime as robbery or murder?

The priest's son went to the Place of the Gods, and yes, it was forbidden, but leaving his homeland is not the same as robbery or murder, particularly, because he brought home informations. In my opinion, if a punishment was merited, his father would have denied him permission to leave... yet, he agreed.
