poorly developed characters

In the context of the story really there weren't any poorly developed characters. Remember that London wrote his story in third person but largely from a dog's perspective. The human’s can’t' be too developed because we are seeing things through the lens of Buck the dog. Still if you have to make this argument, you might consider the minor characters of Charles and Mercedes. They are both flat characters who do not know how to treat their dogs and sled properly. They are self centred band reckless. That's all we really know about them.
