How has the square been transformed?

In Chapter Nine, we learn that the public square has been transformed. Blockades, a whipping post, and gallows have been erected, in addition to the many armed Peacemakers who patrol the area. The Hob has been burnt to the ground, and the people of District Twelve are terrified of what might happen next.
