Why does Grandpa Joe say "After all... " in the last chapter when Willy Wonka tells him that he is giving the chocolate factory to Charlie?

In context, we are left to infer that Grandpa is surprised Willy Wonka would give Xharlie the factory.... "after all', he is only a child.
