Does the author change the fantasy in the story? Is the book consistent?

I am not sure what question you are asking.  This is a kind of animal fable; it is children's literature which uses animals to show how people often act.  While it is true that Charlotte and Wilbur talk just like humans, this is more about the ways in which humans act than true fantasy, at least the way most people would define it.
