On the duty of civil disobedience

In the first paragraph, Thoreau states that the most ideal form of government is one in which the government has the least control and power over its people. He also makes it clear that in his eyes, the perfect government would be a state in which the government is completely eliminated, allowing men to self-regulate and act independently.
