Thoreau approves of "heroes, patriots, and martyrs," as their service is based upon moral conscience and the desire to do right. He condemns "the militia, jailers, constables", as well as "legislators and ministers" because these men of service are not guided by morality but merely following direct instructions or acting upon the decisions made by group majority.
