What causes the emotion that is conveyed through the expression "touch the deep-stirred heart with hands of gold"?

The "deep stirred heart" would be the Earth.... the hands of gold would be the petals of the flowers. There certainly is a sense of importance and even reverence to this. The line describes the splendor of nature: the dandelions and rare daffodils that can stir the heart .
