Who are minor characters that Ned encounters while he is on Bougainvillea and Guam? Why are they included in the story?

Ned encounters Harry, Bill, Smitty, and Akee to name a few. We can infer that they are included to illustrate the large number of Native Americans (Navajos), who were recruited during the war.
