Why Ned's teacher are white in page 21-22

Ned attends a government school where teachers are white. White teachers don't expect much from their Navajo students (racism) but do notice Ned is different. His teachers notice and praise him, saying he’s “almost as bright as a little white child.” Ned resolves to become a teacher himself except a teacher who isn't racist and expects the best from their students.
