Why were the “other Indians” given the nickname “Chief”?

All of the Indians, no matter their tribe, were called "Chief", an allusion to their Native American heritage. This was a result of the commonalities they shared, and according to the narrator, the nickname wasn't meant to be an insult, though some of the Native Americans took it as one.
