Kubla Khan- Halfway through the third verse paragraph, the speaker becomes explicit "I." How does he (assuming it is a he) represent himself?

In the beginning of the poem, the speaker is most likely someone watching or observing Kubla Khan. This third person point of view is developed and then suddenly dropped around the third verse, I believe, to add contrast and change perspective. This dramatic change in point of view affects the subtext of the poem. It gives us a new appreciation or rather different appreciation of the context of the poem.
