Communist Manifesto Target Group

Do you think the target group in this book is only workers? Or are they both bourgeois and workers? He calls out to the workers to organize and blames the Bourgeois. For this reason, would it be more correct to say that only workers are the target group? Can someone answer this question in detail?

The propaganda of the Communist Manifesto was aimed at workers (industrial) and intellectuals. The Bourgeois were not targeted, but there were those who took the cause upon themselves none-the-less.
