Should prison be punishent or rehabilitation?

This topic isn't really addressed in the novel, Crime and Punishment. The novel focuses on the crime, the trauma of trying to avoid punishment for the crime, and finally..... the punishment. In the novel, the avoidance of the crime is portrayed as far worse than the actual punishment.
