This quote expresses a life feeling, almost the feeling of someone who has been victimized. The character feels unable to be at peace because there is little peace in life no matter how hard one works for such peace. For me this is a very sad quotation because to feel that one's circumstances preclude ever feeling peace is the most depressing way to live. And to think that one's life in a personal microcosm is reflective of the larger universe is even a more forlorn way to look at the world.
