I'm not exactly sure where in act 2 you are. I'm thinking,

He wants Biff to tell Willy that Oliver is thinking over the business proposition for Willy, hoping that Willy will forget what the previous conversation with Oliver had been. Happy hopes that the whole situation will simply fade away.
