How is it in such a disorganized country as the united states the laws are well enforced

I went through the chapter. It's rather dry but this is what I get out of it:

The United States strives, as much as possible, to maintain a sense of individual responsibility. When people infringe on the rights of others, court and punishment is needed. America has a de-centralized system. This way, despite national disorganization, the can enforce laws quickly and efficiently at the state and regional levels.
