Why did de Tocqueville believe it was important to study the government and society of the U.S?

He was sent to America by the French government to study the new experimental prisons in that had been implemented in America, but instead believed that it ws important to study the government and society in the U.S. to find out about the role of the American citizen played in America's new democratic society.
