why was Frank Churchills visif to highbury cancelled?

It is noted that the Churchill's have delayed Frank's visit to Highbury and are responsible for keeping him from visiting his father. Mr. Knightley voices his opinion that Frank is a grown man and able to make his own decisions. I would tend to agree.
