"General denigration and humiliation of Central American's in Mexico." What are possible solutions to these atrocities?

Central Americans are viewed as inferior to Mexicans in Mexico, which results in numerous attacks on both men and women. Men are murdered by bandits, and their women are raped, and often murdered as well. Lack of prosecution allows these atrocities to continue almost unchecked. Lack of consequences make the bandits feel comfortable commiting horrific crimes. They need to be prosecuted and imprisoned for the actions.
