What often is the attitude of the police with whom Enrique has encounters ?

Police are generally corrupt. They pretty much let illegal activity go on in trains. Their are mainly concerned with getting illegal immigrants from Latin America back to their home country. Unless the migrants have money, the police are often hostile and violent towards them.
