WHAT DOES GRANGER DO AND WHAT IS THE MEANING OF THIS SCENE

I'm not sure which scene you're talking about here, but if it's the scene in the final paragraphs of the novel, Granger moves aside to allow Montag to take charge. He's handing him the reins so to speak.
