Why does Beatty programming the Hound to track Montag even before Montag stole the book?

I beieve that Montag's aversion to the hound, and the fact that he speaks to Beatty about it, makes Beatty a bit suspicious as to why Montag is nervous. Thus, he sets the hound on Montag to find out if his suspicions have any credence.
