Why does the Badger have doubts?

Badger has doubts about the morality of stealing. When he stops Mr. Fox and Small Fox to ask if their stealing was wrong, Mr. Fox reminded Badger that the farmers have been trying to kill him and his family, while all he wanted was enough food to feed those affected by the stake-out.
