Why does Jeanne feel she deserves to be hated in Chapter 16?

Chapter 16, quoted on page 130: "I knew ahead of time that if someone looked at me with hate, I would have to allow it...... "

Jeanne feels as if she must tolerate the hatred and even warrant it, simply because she is Japanese.
