Why does Papa think it is dangerous for Woody to sign the loyalty oath, agreeing to fight in the war?

Papa thinks that it is a travesty to fight for Americans after the way they have been treated by the government. He also thinks that Japanese soldiers would be treated worse than other soldiers in the army.
