Chapter 2: The Dinner
This phrase had to do with the choice of location for out nation's capital. Madison felt the Potomoc an ideal location. His constituents saw the idea as fanciful..... like a Euphrates (think anicient Mesopotamia) running through paradise. Congress saw Madison's idea as ridiculous, a "biblical spell"...... nothing more than an imaginary idea.
