Basically, from chapter 2, the rights of states verses the rights of the federal government were at odds. There was a "Dinner Deal" but it soon collapsed. The “residency question” also was not settled. Hamilton no longer trusted Madison to consider the nation's best interest. The idea of secession was fresh in everyone’s minds now that there was not the common enemy provided by the Revolution.
