In 1790 a delegation of Quakers petitioned the House of Representatives to end slavery once and for all. Many Southern politicians, of course, vehemently attacked this petition. Still the Quakers persisted. James Madison asked his colleagues to allow the petitions to run their course quietly and just maybe these Quakers would go away hence the title of the chapter.
