This is a great question with many possible interpretations. I would suggest that Frankenstein is indeed guilty because he allowed his ambition to totally blind him to the fact that living persons (if the Monster is a person) are deeply vulnerable and precious.

Yes, he probably is. It isn't just anybody who exhumes dead bodies and glues them together. One of the running themes in this story is the folly of man's control over nature. Victor's brash attempts at playing God came with a price. He unleashed life which he was not willing or capable of acknowledging. Victor really needed another hobby!
