Does Victor blame himself? What is Walton's response to Victor's death?

Victor doesn't blame himself rather he feels cursed, “I was cursed by some devil,” he cries, “and carried about with me my eternal hell.” Certainly there are echoes of Milton's Paradise lost here except that he is in hell and not the creature he cast out. Walton feels that Viktor was an honorable man ruined by events beyond his control. Both men feel the Monster a separate entity from Viktor, a creature full of evil and malice.
