How does the stranger compare himself to Walton?

I'm thinking you mean chapter 1. The stranger is Victor Frankenstein. They are both explorers in their own ways. Walton explores frontiers and Victor explores humanity and biology. They are both guilty of a kind of hubris, wanting to bask in the glory of their name. Victor's obsession causes more harm than Walton's does and it ruins more people.
