Victor's father makes this comment after William's death; he is assuming that William's death is affecting Victor in the same way that it affects Alphonse. The truth is that Victor's grief goes far beyond the love of one family member for another; Victor, however, is fairly certain of the cause of William's death and knows that Justine is also going to be a victim of the Monster.
