I would give Victor the honor of being most destructive. His actions directly affected his family. His obsession and subsequent creation only turned to destruction because he was abandoned, unloved, and without direction. Yes, the monster was destructive.... directly responsible for the deaths of a few people, but he didn't know better. He'd never been taught or guided. As Victor's creation, the monster was Victor's responsibility.
