This whole story is an allegory. The whole idea of the story is a scathing critique of European (mainly British) society. Most every character accounts for a historical figure or idea. Nearly every person in this book stands either for a historical figure or for an idea. The Lilliputian Emperor, for example, represents the King of England at the time of the books publication.
