Gulliver over extends himself in his description of the emperor, thus, making fun of George I, who was anything but an attractive man. The emperor is also described as easily an easily manipulated man, far more concerned with those of "name" than he is with those who would actually best serve him in an advisory capacity. George I actively promoted his favorites into high positions and was far too influenced by them in his decisions. This fact is satirized by Swift in his portrayal of the "high heels" and "low heels."
