In Part I, Chapter II, Gulliver finds himself a prisoner in Lilliput. Ironically, his captors are no more than tiny, little people, and we can easily surmise that were he really intent upon escape..... he'd escape. In Lilliput, Gulliver's adventure is one of learning. He learns about their culture, their language, and the way in which they live. In turn, Gulliver has a lot to teach his captors as well.
