I think your question can be best examined through themes. Swift was a satirist. He sought to expose the hypocrisy of society, particularly the monarchy. Swift hated the huge social inequities, the luxury and greed in English society. Each place that Gulliver visits serves to illuminate problems that Swift sees rotting in his own society. Swift felt that friendship and brotherly love were key to a successful society. Although the Brobdingnagians had an army, it was based on mutual respect and good will among the men. I'm not sure how that would actually work but Swift uses it as a teaching point.
