Why does Gulliver disguises his own country and says that he is a Hollander? What does it tell you about him?

Gulliver wanted to go to Japan and the Dutch were the only Europeans allowed in that kingdom, 

I gave him a short Account of some Particulars, and made my Story as plausible and consistent as I could; but I thought it necessary to disguise my Country, and call my self an Hollander, because my Intentions were for Japan, and I knew the Dutch were the only Europeans permitted to enter into that Kingdom.

I think this truly shows Gulliver to be a traveller/explorer that is not interested in imperial or nationalistic motivations.
