I think all three are rather clueless about what is actually going on. None of them know the truth as to what really happened to Hamlet Senior. Polonius is lost in thinking his daughter has caused Hamlet's distemper: Rosencrantz and Guildenstern pretty much have no clue about the power plays that are happening inside court.
