Hamlet is speaking to Ophelia who has been planted to "bump" into Hamlet. Hamlet is pretty cruel to Ophelia. He basically says that all beautiful women are corrupt because beauty corrupts honesty faster than honesty can influence the beautiful. This is to say that beautiful women use their traits to manipulate others. He very well could be meaning Ophelia and his "dishonest" mother.
