explain how does shakespeare creates sympathy for Claudius in this scene

I suppose there is a little sympathy to be got here. Claudius can't repent his sins because he refuses to give back what he has stolen (Queen and Crown). He really doesn't feel that sorry and laments that God knows that he is a snake in the grass. Really though, you can't feel too sorry for the guy.
