Explain the following quote: The being of so young days brought up with him and sith so neightbour'd to his youth and havior

In this quote the King is inviting Hamlet's friends (those who know him best and that have grown up with him) to stay awhile at court. He feels that since they are the most familiar with his personality and normal behaviors, they'd also be the best to judge Hamlet's condition.
