I think that justice comes to each character. Some warrent it more than others. It is a motif of the play that most characters come to see some kind of truth before they die. Consider Laertes as he lays dying on the floor near the end of the play, I am justly killed with mine own treachery. Poor Ophelia really did not deserve her cruel fate. She was used by all the men in her life. Perhaps she was Shakespeare's Collateral damage.

 

actually i don't think all the charecters who died desirved it, especially ophelia and laertes
