The first line basically means "come here", as Polonius beckons his daughter. He then bids the King (Claudius) to retire to their hiding place. Polonius hands his daughter a prayer book, so the fact that she is alone reading won't be suspicious. He then notes that people often use devotion to God to deceive or sugarcoat their own bad deeds.
